The article shows that in all business spheres the accent shifts to active development of competition when equal competition conditions are created. That enables to create a basis for the motivational mechanism of transition to innovative country development, using the competition factor. One of the competition development directions is the creation and the analysis of the competitive formation mechanism advantages in the regional cluster environment.
